The website states that Windoes executables are available in the download archive ("Windows executables and C source code (for unix/linux/macosx) are all in the same archive") but I only get a file called "bpp3.1a" in the download and do not know how to proceed. Also, there is no manual here either, so i suspect something went wrong?

I figured out the problem. The problem is that the file you download has a .gz extension, but it should actually be a .tgz extension. Rename the file extension and all should be well.

glad that you figured out the problem.
yes, this has been a windows IE problem for over 10 years now, i think. somehow IE wants to change the .tgz extension to .gz extension.
that is why i spell out the file name at the web site, say, bpp3.2.tgz.
