#37 DCC chats are treated as server-based chats.
When I start a DCC chat with someone, and I quit or lose a connection to the network, the DCC chat window disappears. Because DCC chats are not routed through the network, they shouldn't stop when I am disconnected from it (mIRC is an example of a program that keeps DCC chats running).
