#3 Updated XMLScanner for XML Declaration handling
The XML declaration was being processed by the EntityTagScanner. I wanted to process it separately, so I added a XMLDeclarationTagScanner and some code to utilize it to XMLScanner
I've attached before (v0.18) and after (modified v0.19) images from my app as well as the code.
