#4 Plugout Conversion - deploy, file_control

I have begun work on genplugouts/deploy and genplugouts/file_control so will ask that others not commit to those for the time being.

I've added wrappers to UmlCom to handle Q3CStrings. You should update your code (svn up) and check Q3CString_pointers note.
