It's not for IR distance sensing, but for usage with a remote control.

Does it buffer the output? In that case I could reduce by one Atmega8..:) 
Although a Atmega8 is also 5,50 only and can serve as LCD driver as 
well..:). So I will await your findings with this chip....





That other chip is not an OR or something, but an I2C remote IO expander. It 
has an interrupt line, so its excellent for bumpers etc...
