Borg Release 1.3

BORG 1.3 is released. Since the last non-beta release (1.2), the following features
have been added:

Spanish Translation
Ability to switch locales from within the program
Appointment categories (virtual calendars)
Resource files for internationalization
More tray icon menu options
Allow XML import without KEYs
Todo quick-add
Ability to move appointments from one date to another
Ability to change the type of a task in progress
Jdbc database layer (experimental)
Address Book
Task Categories
Elimination of lockfiles in favor of java file locking
bug fixes

This Release is a poster-child for feature creep. Every time I tried to
draw the line for the "stable" release, some new request or bug would come along.
As I was getting ready to release, the Spanish translation was contributed by
Josu Gil Arriortua, which was too good to put off til the next release. So, that
was put in, along with a locale switching feature. Just a few hours ago, a forum
post nudged me to switch from lockfiles to java.nio-based locking - something I also
thought was too good to put off.

So the locale stuff and the locking are brand-spanking-new, but seem to work fine.
One word of caution - switching an existing DB to a locale that uses a different
character encoding won't work. So switching from locale to locale to just see all
the funny month names is not what I had in mind. The feature's purpose is to allow you
to have BORG run in a locale other than the machine's default - and to keep it running there.
