#1 A direct way to check dependencies between plugins

There should be a direct way to check dependencies between plugins before loading them.

This capability was a central part of the last build. The framework is in place for it in this build, but it needs to be added specifically for simple cases.

This functionality will be part of the set of convenience classes and functions.
