So i converted to a file to mp3 320kbps but with sample rate of 22050hz and after conversion the Bit rate stayed at 160kbps then tried again same thing 320kbps but this time with sample rate of 32000 and after the converstion the bit rate stayed 320kbps were it suppose to be is there any matching between Bit rate and Sample rate we need to know about.? seems lower sample rate cant keep up with high Bit rates but is there any matching between the 2.?

At 512 kbps AAC can handle any sample rate. So normally you would use the sample rate of the source files for best results.
Reducing the sample rate only makes sense at much lower bit rates like 80 kbps and lower.
Increasing the sample rate only makes sense if the source sample rate is not supported by AAC. In that case, use the next higher sample rate that is supported. fre:ac does that automatically.
AAc supports the following sample rates: 8, 11.025, 12, 16, 22.05, 24, 32, 44.1, 48, 64, 88.2 and 96 kHz

ok one more thing in DSP settings when i chose the sampe rate converter theres another option called converter which has options for fast conversion or for best quality conversion which is the
Best Sinc interpolator but to use Best Sinc interpolator u have to enable sample rate converter and signal processing could u add that Best Sinc interpolator without having to enable signal processing and sample rate convert.? does it use Best Sinc interpolator by default when signal processing is off.? cuz i always want to use Best Sinc interpolator even when signal processing is off and when keeping sample rate at default

The Fastest/Medium/Best Sinc interpolators are different variants of the sample rate converter. This setting does not have any effect if the sample rate converter is not used.
Thus it does not make sense to have those options outside of the sample rate converter.

The MP3 spec only allows certain combinations of bitrate and sample rate.
At 22050 Hz, the maximum bitrate is 160 kbps. Higher bitrates are only possible with higher sample rates.
