No. As currently implemented, both alb and tlb use the mii
periodic monitoring to keep the speed/duplex information up to date
(that information in turn is used to figure capacity to balance the
load). Theoretically, tlb could use arp monitoring if things were
changed such that mii and arp could run concurrently, or tlb obtained
the speed/duplex updates in some other manner. There might be other
non-obvious issues with running the arp monitor in tlb mode that don't
appear until it's actually done.
The alb mode, of course, is incompatible with arp monitoring
because it internally uses tailored arps to assign specific slaves to
specific peers, and the arp probes for the monitor would mess that up.
