If you look at the current versions of bonding, there is a
"primary" module parameter that accomplishes essentially what you
describe (in active-backup mode, whenever the designated primary
interface is up, it is the active interface).
You can get updated bonding source from either the 2.4.21-pre
series, or a patch for 2.4.20 at sourceforge.net/projects/bonding.
