[Bobs-devel] admin code cleanup

The admin interface now uses class rfasttemplate for all pages.

I restructured the mainline code and some functions to make admin.php 
easier to follow and allow me to add some basic input validation and 
error messages.

If anyone updating from cvs finds bugs, please let me know.
