[Bobs-devel] cmdloop startup changes

I've made some mildly extensive changes (16 files if you count the 
documentation) to the way cmdloop starts and added some logging. I am 
thinking of checking this in Sunday after doing some more testing but I 
want to run it by everyone first. Attached is a new file RELEASE-NOTES 
that pretty well explains it all.

Basically I did this so 1) check_loop doesn't have to run every 5 
minutes, 2) cmdloop is started at bootup, 3) cmdloop is started during 
'make install', 4) cmdloop can be started and stopped manually.

2 things. Does check_loop go away entirely? Does "make uninstall" stop the cmdloop?

It sounds like good work.

Yes.

Yes, in both the old and new versions.

It should be more consistent with normal services, though cmdloop isn't 
a true daemon. I tried to write the /etc/init.d/cmdloopd so it didn't 
rely on redhat specific functions and hopefully will work on all 
linux-type platforms.

I'm hoping to check it in today. Then if it works ok maybe we'll do 
release 0.6.2 .

Yeah. I better check in the dba stuff while I remember it.
Then we can release 0.6.2.
