I'm not a coder, but I wouldn't think that just because development has slowed/stopped doesn't mean that the program isn't ready to use... Maybe it has fulfilled it's purpose, and there are little/no bugs to work on, and the features for it are already there...?

Yes, it's ready to use. People have been using it for a year or two (or more?), including myself. I backup a dozen servers at work with bobs, and a few computers at home. It's very easy and efficient.
There are a few minor bugs, mostly some trouble logging in occasionally reported. There's a list of features that aren't implemented yet, but the core functionality and more is there and it's proven reliable to me time and time again.

Unfortunately for me development of bobs apperently stopped before I found it.
Really looks like something there a lot of people would have found usefull.
