Fixes for the reading of the relaxation data back from the BMRB NMR-STAR file.

Huge redesign and simplification of the BMRB tag category classes.

All of the code for setting up these tag category classes has been shifted to the base class. These
classes now only contain a label, and two translation tables for the BMRB tag names and the class
variable names. This redesign has removed many bugs in the saveframes, including many tag
categories no longer being free.

A few more advances to the tensor saveframe.

Created a rudimentary Tensor Saveframe module.

The basic structure of the saveframe is there, but many of the tags are yet to be added.

Added the tensor Saveframe for all types of rank-2 symmetric tensors.

Created a special class for Saveframes missing in various NMR-STAR definitions.

This throws a warning if the add() method is accessed.

Updated all the module docstrings for the 8 BMRB supergroups.

Updated the __all__ package list.

Renamed Auto_Relaxation* to Auto_relaxation*.

Renamed _Auto_Relaxation_list.Relaxation_type_common_name to _Auto_Relaxation_list.Common_relaxation_type_name.
