#14 Pass-through mode bails out

In pass-through mode if a problem occurs when bmf is initialising
(e.g. it fails to open it's databases) rather than dumping the
incoming message with classifying it it just exits.

Pass-though mode should do it's damnedest to preserve the
message even if it can't classify it, I lost 9 hours mail because of
this (see 812659)
