#1 Configuration Loading

We do not want to lose compatibility to point to a
legacy server for configuration, but by default we
would like to simplify the configuration loading.
Specifically something along the lines of a base
directory specifier and allow the rest to be relative
to that.

Anticipated base directories include
$CONFIG
$DATA

Probably also true for the console as well.
