#10 Autoscaling enhancement

I am currently using BLT 2.4y and make use of the
autoscaling feature where the S/W sets the X and Y axis
limits. I have noticed that Y axis limits that are
auto-selected are always on major ticks. I would like
to request that the S/W be able to select minor ticks.

For example, if the max Y data point is 2.1, and 0.5 is
used for the minor tick spacing, the max Y axis limit
is set by autoscaling to 3.0. I would like it to select
2.5 instead. My reason for this is to enlarge the
features of the data being plotted.
