The blocksnet.bat in the Windows version has an error. The browser must start with:

http://127.0.0.1:8090

not with:
start http://127.0.0.1:8090

Can not reproduce this here.

just to be sure: If you open a command prompt and enter:

start http://www.sf.net

It does not correctly open the web browser with the given URL?
Which Browser and OS Version do you use?
