#6 XML Parser

Additional string manipulation and parsing capability should be added and a Fortran class generated to parse XML.

This will piggy back many small parts of the command line parsing utilities and should be relatively easy to implement. Though I could be wrong and this could require re-writing all of blockit in Fortran (that would be in an automated fashion using blockit, of course).
