#2 new view for gpl-license

According to the gpl-instructions we need a new view
for displaying the gpl-text.
The idea was a new menu-item in the menu "help" with a
simple textfield-Element with the text from a text-File.

Highest priority, because it could eventually cause
some legal problems.
