#1 MIB filenames have to be same as MIB definitions

Sometimes, MIB files are not named as MIB definitions inside them, so BlackOwl browser will refuse to parse/compile/load those MIBs until file is renamed.

Filename has nothing to do with MIB definition inside it, so you might want to correct this issue.
