#86 0.70 Xinerama Window Placement

This patch adds causes BB to place windows on the head
where the mouse pointer currently resides when using
xinerama. A side affect of the way this was
accomplished causes windows to be maximized to the size
of target head.
This currently only works for Smart Window Placement.

This could be made to be more efficient, although I've
not noticed any slowdown due to this code, by caching
the xinerama head information instead of querying that
mechanism every time. This is a minor issue as this
new code is only called when a new window is created
and placed by BB (i.e. not all that often).

There is also a configuration option that is now
supported to enable this functionality. See the patch
for details.

The patch needs to be cleaned up a little and needs to
include autoconf/makefile changes; I was unsure how
best to do that.
