Hm, probably by installing xlib from the portage.
See, the portage is an collection of binary software right? so the shit 
is compiled somewhere on an other machine? if so -- there is no need in 
Xlib on local one.. only runtime libs.. thats how i get it.
You need the X developer lib which is Xlib.
Try to emerge it (i am not a gentoo user so u have to deal it on your 
own here).
