Actually Config.border is used to configure the border width of the outline that it's visible when you are moving a window.
In fact Config.border is used to configure the GC Glob.screens[n].igc which is used in bwmOutline.

Well, that is true. But it should also be used to configure the border for the standard decoration set... this means that you will not only have a titlebar/footer but also a border which will also be accessible by mouse for command processing...
