I can't repeat this.  I do know the phone gets somewhat confused if you delete a
wallpaper using the interface on the phone.

One thing to be aware of that is you are using downloaded wallpapers, the phone 
will often take about a minute to shut down.  Just have patience and you
will see.  I think it treats the downloaded wallpaper as a REALLY long animation.
