That file is a component of the Microsoft Visual C++ Runtime Library. 
I can give you a link to download that file directly from me, but
please email me personally (not through this list) so my web address
isn't made public. 
The file goes in the windows\system32 directory, and
after copying it to that folder, register it with start - run and enter
this command:
regsvr32 "c:\windows\System32\msvcp71.dll"
