[BitPim-user] Unable to run BitPim in WIndows 7; MSVCP71.dll error

I installed BitPim on Windows 7.  I made sure I ran it with Administrator rights 
and I even turned UAC off.  However, every time I try to run BitPim I get the 
error with a window heading bitpimw.exe - System Error and it says, "The program 
can't start because MSVCP71.dll is missing from your computer.  Try reinstalling 
the program to fix this problem."

How do I resolve this problem?
