The cost to build ships is currently incorrect. I do not
know what the program sets the build cost slightly lower
than what is listed as the 'buy' cost, but it does.
This 'buy' cost (as shown in the Ship Data module)
should be the build cost.

    Currently the program sets the Build cost to 3/4 of the buy
    cost. This is how one game online did ship building, and I
    thought I read it in one of the rules books somewhere...

    I'll move this to a feature request, there are two options,
    either you increase the buy cost so the build cost is what
    you want it to be, or we can add an option to switch between
    the two...

    There is a reason for it. The books definitely have a lower
    build cost for ships than buying -

    the tradeoff is: you can buy a ship and get it immediately
    or build it and save money.

    At the very least I would like the option to change it. The
    book costs are for building ships (I have only seen the one
    cost listed in the published material). If you purchase a ship,
    the cost will depend on the situation and who you buy it from.

    Yes what I recall reading was that build costs were fixed,
    while buy had a random component.

    But I've failed completely to find it, and Naval Rules
    supplement just mentions build costs.

    I haven't actually done anything useful like look at the
    code to see what you need to implement your request, but
    I'll let you know if I see the entry. It's buggin me now.
