#123 NEW ACTION: Improve Unit

Only GARISONNED units can be improved with this
action. The Garisson action should be TIMED and for
each month a unit is garisonned they get a +1 to the
die roll for this action's success.

The regent only spends an action when he STARTS to
train units. If he fails the first time, then he rerolls every
month as a FREE action. (I suggest a tick-box for the
DM, though it doesn't really matter come to think of it...
It makes no difference to Birmail if an action is free or
not)

On a roll of one the unit is destroyed!! (please automate
this)

On a succesful roll, the unit's stats should pop-up and I
should modify them... I suggest that on a succesfull roll,
a new STATIC UNIT TYPE window pops up and I fill it in
and ALSO the unit's stats pop up and I change the
UNIT'S TYPE, effectively achieving our goal.

The difficulty is the Success calculation as it involves
many factors. (read page 87 BoR) For this reason it
could be easier if we made a HOUSE RULE about it and
simply state that the roll is a 20. The other option is to
depend on the poor DM to add in all the modifiers and
set the roll to 10, which is not so bad really, since I
doubt many will use this action. Another option is to add
several tick-boxes for the DM (eg. Train in new unit? T
or F) and the boxes automatically modify the success
roll. It still needs the DM to read stuff tho, so it does
not offer any substantial help.
