#116 output map scalability

I am asking:
to add the feature for areas to store a map ratio
value, which can be modified to scale province points
to another map.

usage: creating zoomed versions of the subregions and
provinces.
Output maps to be scalable by BirMail and thus easily
overlapped on another different sized Anuire picture.
Why? To show all the known holdings, buildings,
etc...as icons and numbers, and names of realms,
provinces, etc....
