#107 Create / Rule holding action

According to the rulebook, province ruler should be able
to add or substract the province rating to the following
action : Crete Holding, Rule Holding. Would it be
possible to add a default setting in the program that will
affect those roll. Of course Court Wizard, Official Guild
and State Religion should not be affected by this
setting. This can be linked to a data change action for
example :

Holding action

A province ruler can if he wishes to do so, oppose any
Create Holding or Rule Holding action undertaken in any
of his provinces. There are two different settings :
Neutral and Oppose Create / Rule Holding.
By default the setting is Neutral. This means that you
don’t influence any of the above-mentioned actions.
The Oppose Create / Rule Holding setting allows you to
add your province rating to the DC of the above-
mentioned actions for all other regents. Nevertheless,
regents appointed as your State Religion, Official guild
or Mage Court will not be affected by this setting (see
the Diplomacy - Create Diplomatic Relationship). But
everyone else will.
In both cases this setting will affect every regents in all
your provinces (the setting is made for the whole realm
and not for each province individually).
