#32 No Loyalty Drop w/ Mod Tax and Low Law

This is a fairly major problem. A province ruler who
has less than half the Law will lose one grade of
loyalty if he/she taxes moderately.

Again, if anyone wishes to fix this bug, let me know
and I'll test the taxation/loyalty relationship for
related issues (such as whether or not severe taxation
in the same instance causes two loyalty drops).
