Encryption doesn't work

After setting: aes on
in: server.conf
I get: "Error: can't create or use server.key file."
in the server log. What does this error message mean?
There is no documentation on how to use encryption.
There is no documentation on how encryption is implemented.
What about the clients? Do they not need a "key" of
some sort? How is the key exchange done between client
and server over an insecure network?
Also, there is no documentation on what privileges an
"administrator" gets over everyone else. What is the
purpose of the administrator account other than making
someone type in a password?

Actually, the AES key is sent without any protection, but I
think, I'll add RSA on (I'm working on !).
An admin can (only for the moment) kick someone.
