Added check for missing command line arguments. Now prints usage note if no arguments given.

It is now possible to directly set the output height and/or width. Also command line parsing and error handling is improved.

The production release of bip-2006 (Batch Image Processor) is now available. This simple Command line utility allows you to process (ie scale, rotate, change format/quality) a collection of image files.
