#169 Load previously open workflow(s) at start up

When the Dashboard starts up, it should open the work flow panel in the state it was in when the user last closed the Dashboard. This means that if the user had an open work flow -- or several open work flows in different tabs -- in the editor, the editor should load those work flows.

Issue 298 addressed this issue. As an interim resolution, we set up the Dashboard to open an empty work flow editor at start up. This new issue addresses opening previously open work flows.

To acoomplish this, it will be necessary to either (?) use the Netbeans persistence mechanism (and?) or, at shut down, check if there are open, modified workflows and either automatically save them or (preferably) have a dialog with the user about saving them, and then loading the saved work flows the next time the Dashboard starts up.
