Initial Comment:
* Add access policies so that users know which queries they can execute from their location, and which others need to be made using proxies

This is semi-fulfilled by the existence of the profileIncludeExcludeOrder, which should always be includeThenExclude for non-public sources, but may also be includeThenExclude for public sources that don't want a lot of attention automatically
