#50 Allow definition of alternates for blacklisted endpoints
When an endpoint is down, an alternate may be preferred, but the alternate may not need to be utilised when the main endpoint is functioning.
One method may be to have a new element that defines provider sets, with a preferred and alternates.
A model change would be required to support this.
ProviderGroups are designed, but not implemented yet. For now, redundancy is provided through multiple endpoints.
