Summary: Switch Page to Manuel's File Cache Class

Initial Comment:
Manuel corrected pointed out that the PEAR Cache class 
doesn't implement file locking, which is suicide in a 
production environment.

So, while the current caching infrastructure works 
fine for development, it will be useless if not 
detrimental in production.

So, we need to switch to Manuel's production quality 
file cache class.
