I suggest you to have a look one this first....
the installation tutorial on Win32
http://cvs.sourceforge.net/cgi-bin/viewcvs.cgi/binarycloud/r2/INSTALL.WIN32?rev=1.5&content-type=text/vnd.viewcvs-markup

but it seem that this copy losing the file list of cygwin...
if you want the list, you can trace back form the mailling list
