[binarycloud-dev] Can make convert page XML definitions

I wonder whether the make system is able to convert page, conf, etc. XML
definitions from XML to PHP. I know some time ago it just copied XML files
to the build directory without any changes. Do we have a better working make
system right now?

P.S. Still haven't built a r2 on my Win2000, the cost of downloading whole
Cygwin is somehow too high. (:<)
