[binarycloud-dev] pear and pear_error

hi all,

I have 100% access to the pear tree in ext, Init now imports and
instantiates the PEAR base class, and PEAR_error.

note that $PEAR exists as a global, while PEAR_Error is $Err. I want to
maintain $Err as an abstracted object handle so we can switch to differen
error handling if necessary.
