env can't set the environment....
try to do this if your don't change the default shell(bash) in cygwin, 
export BCHOME='c:/path/to/binarycloud'
then echo $BCHOME, to see if it is ok or not.....
and go and make it ......
if you still got something wrong, please have a say here,
I will try to fix it...
