It will be a records management system.

It will replace a system now that is done with paper.  Primary purpose is to
allow for search and retreival of metadata information pertaining to paper
records.  Location of records, custodian, etc.

It depends on what specific functionality you need.
I have release a "preview" - which you can use to start building modules.
The complete system will evolve over a period of ~2 months. I expect to
release a functional r2/core quite soon, however, so the original statement
is best: It depends on what you need.
