Use:

http://127.0.0.1:<<your port>>

not

http://localhost

windows doesn't deal well with them.

also, make sure that if you have a hostname, that apache is not forcing it -
you can look in httpd.conf.

it's funny - 90% of this stuff is apache/php setup.
