#78 Dupe alarm acks (CGI)

The alarm acknowledging CGI outputs a page being
refreshed once a minute. During each refresh the
same acknowledge message is sent again to the server.
The effect of this is that we get dupe acknowledge
messages.

Finally fixed. Bswebalarm now uses a redirect so that
the sequence durin ack is

form => send acknowledgement to the server / redirect
to the client browser
=> display result page (with auto-refresh)
