bigloo-lib 0.17 released

Oracle, PostgreSQL and SQLite backends were implemented. More
documentation has been written. Bigloo case-sensitivity issues were
resolved. The GNU DBM interface was introduced. The `commandline'
package including support for `history', `readline' and `termios'
libraries.
