bigloo-lib-0.16 released

Dozens of minor fixes and improvements aimed to keep the package in
sync with recent releases of Bigloo and interfaced systems, and also
to ease the configuration process. Mostly the CGEN application and the
GTK subpackage were changed. Some new documentation was added also.
