We did fix several issues related to this, but the specific ticket
that you are thinking of is

   http://trac.bigdata.com/ticket/490 (Mock IV / TermId
hashCode()/equals() problems)

We did add logic to the query plans to do dictionary materialization
in order to resolve the IV for a constructed RDF Value that is in the
dictionary.  This was done as part of
http://trac.bigdata.com/ticket/1118.  Michael (Cc) might recall this
more clearly.  However, I believe the specific issue for #490 still
remains in some circumstances.  We have this tagged in our backlog and
plan to address it shortly.

Let me check with Michael and get back to you on the specific issues
that remain and when we think they will be resolved.
