[Bigdata-developers] In preparation for 1.4.0 release

At this point we are ready to start QA for the 1.4.0 release with the
openrdf 2.7 support.

The only remaining ticket for this release is to provide a clear MIME Type
for RDR content.  I will look at this on Monday.  It should be fairly
straightforward to define the extension mime type for RDR and update the
code and the wiki page.

We will need to re-run the various performance benchmarks for 1.4.0 since
the openrdf 2.7 migration is relatively major.

Developers should suspend commits against the current maintenance and
development branch in SVN (branches/BIGDATA_RELEASE_1_3_0).  Once the 1.4.0
release is out, commits will resume against a new development and
maintenance branch (branches/BIGDATA_RELEASE_1_4_0).  So, for now, please
restrict your commits to a private branch and be prepared to migrate them
to the 1.4.0 branch after that release.

The 1.4.0 release is planned for next week.

I will create the new branch (branches/BIGDATA_RELEASE_1_4_0) shortly and
then merge down the 1.4.0 changes into that branch in preparation for a
release.
