Creating a branch for the SIDS refactor.  This will support reverse lookup from SIDs to Statements.  The SID is currently a term identifier.  The design will be changed to use a SID IV which directly inlines the representation of the statement as the SID.  As a consequence, SIDs will no longer be written into the TERM2ID index.
